The Department of Communication of Tarlac State University (TSU) formalized a partnership with the Department of Agrarian Reform (DAR) Tarlac through a Memorandum of Agreement (MOA) signing held last February 21, 2024, at the College of Arts and Social Sciences (CASS) Dean’s Office. This strategic collaboration aims to utilize multimedia tools and community engagement strategies to advance agrarian reform advocacy across Tarlac and surrounding communities.

As part of this partnership, the Department of Communication has been tapped for its first extension project: the production of a short film that will feature the success stories of ARBs and the positive outcomes that have resulted from agrarian reform efforts. This short film will be a centerpiece of the DAR’s "Pelikula Agraryo: Short Film Festival," an initiative that aims to showcase the transformative impact of agrarian reform on rural communities. The short film will highlight the challenges and triumphs of ARBs, emphasizing how agrarian reform has improved their economic conditions and overall well-being.

The MOA signing ceremony was attended by key figures from both TSU and DAR Tarlac. Present during the signing were CASS Dean Dr. Aloysius T. Madriaga, Communication Department Head Asst. Prof. Maria Fermina Joyce C. Nucum, and faculty member Mr. Derich D. Bognot, who will be part of the team producing the short film. From DAR Tarlac, Provincial Agrarian Reform Program Officer I (PARPO I) Maria Teresa Mina, OIC-Chief Agrarian Reform Program Officer (OIC-CARPO) Jailynn Dimantala, and Provincial Information Officer (PIO) Mr. Gerald Arriesgado Fontanoza also graced the occasion.

This partnership marks a significant step forward for TSU’s Department of Communication in contributing to community development and the promotion of agrarian reform. It is expected that this collaboration will pave the way for future projects that will continue to amplify the voices of rural communities and the impact of government programs on their lives.
