To further strengthen and support students’ academic development, Tarlac State University (TSU) seized another opportunity on December 3, 2025, as it formalized its partnership with the Government Association of Certified Public Accountants (GACPA), Inc., through a Memorandum of Agreement (MOA) signing held at the TSU Main AVR.
Under the MOA, GACPA committed to providing TSU with two (2) scholarship grants, which include financial assistance of ₱20,000.00 for each approved review grantee, as endorsed by the GACPA Board. The primary beneficiary of this partnership is the College of Business and Accountancy (CBA), particularly the Bachelor of Science in Accountancy (BSA) program, whose students stand to gain increased academic support, expanded opportunities for professional preparation, and strengthened pathways toward licensure examination readiness through the scholarship grants and financial assistance provided by GACPA.
Dr. Jasper Jay N. Mendoza, Vice President for Academic Affairs (VPAA) conveyed in his opening remarks that the university is fortunate to receive generous support from GACPA, emphasizing how meaningful and pivotal the scholarship opportunities are for TSU students. “We feel truly grateful and honored that GACPA has chosen to support TSU with these scholarships, opening doors of opportunity for our students’ future,” he reiterated.
Meanwhile, on behalf of GACPA President Atty. Eugenio R. Dizon, Mr. Wilfredo A. Agito Jr. of the GACPA Scholarship Committee affirmed their strong commitment to supporting TSU. He shared that the organization recognizes the university’s potential to consistently produce quality graduates and future certified public accountants. He also noted that, for Region III, GACPA identified only two state universities—Pampanga State University (PSU) and Tarlac State University—as worthy recipients of the scholarship program due to their demonstrated academic excellence.
During the program, Mr. Agito also mentioned the possibility that the two scholarship slots granted to TSU may be expanded to four, noting that GACPA is open to further supporting the university’s initiatives.
Concluding the program, Dr. Jhonel C. Panlilio, Dean of CBA shared a heartfelt message, emphasizing the broader significance of the scholarships. She expressed that the support from GACPA goes beyond the recipients themselves, stating, “ “You are not only helping four students, but you are helping four households.”
The signing ceremony was attended by Dr. Jasper Jay N. Mendoza, VPAA; Mr. Wilfredo A. Agito Jr., GACPA Scholarship Committee; Dr. Jhonel C. Panlilio, CBA Dean; Dr. Grace N. Rosete, OIAL Director; Dr. Henry D. Rufino, CBA Associate Dean; Dr. Maria Teresa C. Agustin, GACPA National Director; CBA faculty members and department heads; and OIAL staff.
