TSU Joins ASEAN Ulayaw 3 on Transnational Higher Education

The Tarlac State University Office of International Affairs and Linkages (TSU-OIAL) participated in ASEAN Ulayaw 3: “Unifying Linkages and ASEAN-Driven Yields in Academe for Wider Internationalization,” a webinar series organized by the Commission on Higher Education Regional Office III (CHEDRO III) as part of ASEAN Month 2026.

The third installment of the series focused on Transnational Higher Education (TNHE) and its role in advancing internationalization among higher education institutions (HEIs) in Central Luzon. The webinar featured sessions on understanding TNHE, its legal and policy framework, and its application within the Philippine higher education landscape.

Ms. Geoselle Dela Cruz-Berdan, TNHE Division Member of the CHED International Affairs Service and TNHE Officer of CHED NCR, led the session “Understanding the Language of Transnational Higher Education.” She discussed the history, laws, policies, and application process for TNHE, including Republic Act No. 11448, or the Transnational Higher Education Act, and CHED Memorandum Order No. 6, series of 2025.

Meanwhile, Dr. Trixie Marie J. Sison, Vice President for Academic Affairs of Miriam College, shared “Miriam College’s Best TNHE Practices.” She highlighted the institution’s journey from establishing international linkages toward developing transnational higher education initiatives. She also emphasized the importance of developing TNHE programs that are aligned with an institution’s strengths, vision, and commitment to providing meaningful opportunities for Filipino learners.

The webinar also featured Dr. John Wesley S. Calagui II, Education Supervisor II and IZN Focal Person, who led the “Ways Forward” session. He emphasized the importance of translating the discussions on transnational higher education into concrete opportunities and actions for HEIs, particularly in strengthening internationalization initiatives and exploring pathways toward greater global engagement.

The webinar provided participating HEIs with valuable insights into TNHE opportunities, policies, practices, and pathways toward wider internationalization. It also supported institutions in exploring ways to strengthen global engagement and expand educational opportunities through transnational higher education.
