BackTarlac State University (TSU) formally signed a Memorandum of Understanding (MOU) with Kun Shan University and Cheng Shiu University in Taiwan together with other State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and Private Higher Education Institutions (PHEIs) in the country today, April 28, 2025, during the 2025 INTENSE Program Education Exhibition held at the Palacio de Maynila, Manila. TSU President Dr. Arnold E. Velasco represented the university in the event organized by Kun Shan University in collaboration with the Ministry of Education of Taiwan.
SUCs, LUCs, and PHEIs from across the country took part in the exhibition, which aimed to foster collaborative student exchanges through scholarships offered in the INTENSE programs and funded by the Taiwan government. The initiative seeks to strengthen academic and cultural ties between universities in the Philippines and Taiwan.
"We are confident that Filipinos will realize their full potential and eventually return to the Philippines to contribute to the country’s development. Take advantage of this opportunity. Together, let's continue to foster education without borders," said Commission of Higher Education (CHED) Commissioner Dr. Desiderio Apag III.
Dr. Tien-Shang Lee, President of Kun Shan University, also expressed his gratitude to everyone who contributed to the success of the INTENSE Program. He urged attendees to "build a future where everyone helps each other to prosper."
Aside from TSU, other institutions that signed the MOU with Kun Shan University and Cheng Shiu University included the Polytechnic University of the Philippines (PUP), Pamantasan ng Lungsod ng Maynila (PLM), Centro Escolar University (CEU), Bulacan State University (BulSU), Kolehiyo ng Lungsod ng Dasmariñas, Technological University of the Philippines (TUP), Mapúa University, Caraga State University (CSU), and Jose Rizal University (JRU). The universities pledged to pursue fruitful collaborations and progressive academic initiatives in the future.
Filipino students currently studying in Taiwan also shared their experiences, offering insights into academic and cultural life abroad.
In addition, Taiwanese universities showcased their academic programs at the latter part of the event, allowing students to ask questions and visit physical booths installed inside the venue to learn more about opportunities that matched their interests.
Also present at the event were TSU College of Engineering (COE) Dean Engr. Miriam S. Galvez togehter with Engr. Mark Benz S. Pineda, College of Computer Studies (CCS) Dean Dr. Alvincent E. Danganan, Office of International Affairs and Linkages Department Head Mr. Marco Polo M. Flores, and 16 student representatives from COE and CCS.
