OIAL Undergoes TSU-IAS’ Internal Control Assessment

The Office of International Affairs and Linkages (OIAL) underwent an internal control assessment by the Tarlac State University–Internal Audit Service (TSU-IAS) to evaluate its internal control systems and practices in alignment with the National Guidelines on Internal Control Systems (NGICS) on September 23, 2026, at the OIAL Director’s Office, 3/F, TSU Villa Lucinda Campus. 

Auditor Ms. Irene P. Mercado conducted the assessment using the TSU-IAS Baseline Assessment of Internal Control checklist, which covers five key components: Control Environment, Risk Assessment, Control Activities, Information and Communication, and Monitoring.

As part of the assessment, OIAL presented various documents and records as evidence of its established policies, procedures, and operational practices. These included its mandate and functions, Citizen’s Charter, organizational structure, personnel designations, strategic plans, workflows, records management systems, and accomplishment reports.

The office also presented documentation supporting its partnership and international mobility processes, including MOU/MOA processing workflows, routing and endorsement documents, partnership masterlists, monitoring and validation records, and activity accomplishment reports.

Moreover, OIAL provided its Risk Registry/Risk Assessment Matrix, Business Continuity/Contingency Plan, and strategic plans, demonstrating the mechanisms the office uses to identify and address risks that may affect its operations and objectives.

The assessment also covered OIAL’s mechanisms for information dissemination, client feedback, monitoring, and reporting, including its Citizen's Charter, process flowcharts, annual and accomplishment reports, Client Satisfaction Measurement (CSM) Form, and monitoring tools.

OIAL has continuously improved and systematized its processes, building on the good practices established over the years and further enhancing them to better serve the office and the University today. The assessment provided an opportunity for the office to showcase these practices while reinforcing its commitment to accountability, effective service delivery, sound risk management, and continuous improvement in advancing Tarlac State University's internationalization and global engagement initiatives.
