Tarlac State University (TSU), Universitas Muhammadiyah Prof. Dr. Hamka (UHAMKA) of Indonesia, and the Department of Education–Tarlac City Schools Division (DepEd-TCSD) signed separate Memoranda of Understanding (MOUs) on May 8, 2025, at the TSU Alumni Center, Villa Lucinda Campus, marking the beginning of collaborative partnerships among the three institutions.

Each institution entered into its own agreement to pursue mutual goals in academic and research development. These partnerships aim to implement a variety of initiatives such as Master’s and Doctoral degree scholarships for faculty, undergraduate scholarships for students, collaborative education programs, English Language Proficiency training, credit-transfer programs, research facility sharing, faculty and student exchanges, internship programs, cultural exchanges, and joint seminars and conferences.

To immediately kick off the collaboration, an international seminar titled “Bridging Ideas, Building Scholarships: An International Seminar on Thesis and Dissertation Writing for Graduate Researchers” is scheduled to be held in the afternoon, featuring speakers from TSU, UHAMKA, and DepEd-TCSD.

TSU Vice President for Academic Affairs Dr. Agnes M. Macaraeg officially opened the event with a warm message to the partner institutions:

“Tarlac State University would like to offer you a thank you—and three B’s: Thank you for Believing in what TSU can do, for Believing in TSU as your partner institution, and most importantly, TSU is Believing in trusting others that this partnership will indeed be Bigger, Better, and Bolder.”

Following the successful MOU signing, leaders and representatives from each institution affirmed their commitment to the shared goals outlined in the agreement. TSU President Dr. Arnold E. Velasco reiterated this dedication, stating:

“TSU fully commits to this undertaking and will utilize our knowledge and resources to ensure that all planned areas of collaboration come to fruition.”

Also present at the event were Director of the TSU Office of Graduate Studies, University Professor Dr. Maria Agnes P. Ladia, together with Department Head Dr. Ninez B. Tulo; Director of the Office of International Affairs and Linkages Dr. Grace N. Rosete; College of Education Dean Dr. Jasper Jay N.
